Library Board Dismisses Director

With a 2 to 1 vote during Friday night’s Special Meeting of the Library Board Katie Phippen was dismissed as the Library Director.  The last minute Special Meeting was called because the Library Board had to complete her performance appraisal and set the wages for the next fiscal year before June 30th.

In a phone interview yesterday Katie stated that she was blindsided with a list of complaints of which there had been no mention during the last year, at any of the regular board meetings, of any shortfalls in her performance.  Some of the complaints included: failing get up and leave her office to greet Friends of the Library who came in the door even when a librarian was at the desk, inappropriate work attire,  failing to deliver books to the Care Center and submitting fraudulent time sheets.

When Katie denied the fraudulent time sheets she was presented with a list of dates where she was told that she was not at work but her time sheets reflected that she was.  She countered with just because you drive by and do not see my car does not mean I am not working.  Just because you call and I am not here it does not mean I am not out doing library business.  My car has been in the shop a lot lately and was dropped off before work and picked up after the library closed.  I have also been walking to work to save gas.  Where is the proof that I was not working.

At the end of the board discussion of her performance Ms. Mendelson made a motion to dismiss Katie as the Library Director and the motion was seconded by Mrs. Sherman.

There were 4 board members present and they voted:

Foy – No

Mendelson – Yes

Sherman – Yes

Doud – Abstain

After her dismissal Katie still stayed at the meeting and fought to get a $.40 an hour raise for the other librarians.  They will now make $8.40 an hour after having worked there since 1995.

As always these are my thoughts and mine alone.

This whole action strikes me as a repeat of last years trumpeted up charges presented at Katie’s performance review.  It also makes me wonder which of the two who voted to dismiss her is waiting in the wings to step in and supposedly save the day since summer reading is scheduled for this afternoon.   Any one care to guess?

While I understand that no one is perfect I probably visit the library more often than just about anyone else in town including everyone of the board members combined.  I have watched Katie press for the transformation of the library into a pleasant, mildew, dust and mold free environment.  I have seen her scoop mud and water from the basement.  I have witnessed her shortfalls but I have also watched her work to address them and have noticed a marked improvement during this last year.  Something that the board has never bothered to do.  They show up for the meetings and raise cane about something they have not witnessed.

I made this same argument last year and reminded the board that they should at least read the Trustees Handbook on how they should manage a director.  Apparently it was a waste of breath.

I for one will miss Katie.  I would also like to tell my readers that I have personally thanked her for all her hard work.  For all the books I have asked her to chase down and borrow for me.  For not having to go home and suffer from asthma attacks.  For bringing a wide range of new books.  For increasing the patronage numbers to qualify for more state funding even though it is still being withheld because the building is not ADA compliant.  For transforming the library out of the dark ages into a place the town can be proud of.

    Why did Doud Abstain? If she can’t vote on an important issue like this why doesn’t she get off the board. Thanks Katie for all the hard work you have done at the library. You will be missed. Let me take a wild guess as to who will be the new director…..Ms Sherman???

    This town has made a fair share of mistakes and also some improvements to the community. It is very sad to see yet another mistake to what was a great addition to the library. The term young fresh blood comes to mind, as here was a young lady willing to go above and beyond to make reading an adventure for young and old alike. Think I will go to Menlo for reading, not a bad drive and nice selection and pleasant atmosphere. It may be best to encourage early retirement to those that do not wish to accept new ideas and think out of the box, or are willing to move into a decade of technology.

    who will take the @#$%%@ job next? long hours, little pay and having people watch your every move. So if they popped in and Katie was at the post office or in the bathroom, what does it matter? The job was getting done.

    Maybe the citizens of the community should have a say in who is selected to the boards in this community.

    2:05 pm – mr. foy no longer works for the school. he also was the one who thought that a probation period should have been used. as to where the information came from it is anyone’s guess. katie was only shown a list of dates. i do not know about the working relationships you mentioned. the abstention was because she had only attended 2 board meetings and did not feel that she had enough knowledge to vote.

    3:21 pm – no i have not spoken to any of the board members. as i am not impartial on this issue it is wiser if i do not do so until the anger dissipates. nor have i listened to the recording from last year when they discussed the other issues. i only found out about it yesterday. i am rather put off that the board did not follow the guidelines in the trustee handbook in dealing with this matter. i am very disappointed in the handling of this matter. it is just not good business practice to blindside an employee.

    off the top of my head my questions to them would be:
    where is the witness statements to support their charges since they have accused her of fraud?
    who conducted the investigation and was it impartial?
    when and how many times was katie counciled during the last year for performance shortfalls and where is the record of said councilings to support their claims.

    my bet is that there are no supporting documents for these charges.

    if you wish to remove a employee this is an “at will” state. all you have to do is tell the employee that it is not working out and give them notice. you do not have to go to such lengths to make yourself feel justified in what you are doing. it is always better to be straight forward in personnel matters.

    It sounds to me like they had EXCUSES not valid reasons for this. It is just an extension of last year, only this way they did not air it and give the public the chance for any imput. Why have a board of 5 when you let a gaggle of 2 make the decisions? If this is how Alpha teaches maybe her contract should be reviewed with her and give her the opportunity to improve on her shortfalls, something they did not deem necessary with Katie. Lisa should know all about being fired as this happened to her recently.
    I wonder who will fill this position now? After all it is such high pay, great benefits, and vacation. Again, another instance of how this town operates!!! Very Poorly AT ITS BEST!!!

    Sounds like someone needs to look at the boards minutes since they are getting state and federal money they have to keep precise minutes. Maybe Peg you could look into this. Better make it soon as they will dummy the minutes for their benefit if given the chance.

    Thanks, Katie, for the fine job you did at the library. You were always helpful to me and I enjyed the Story Hour during the summer with my nieces.It is unfortunate that this board is so unprofessional. Lisa Sherman does not deserve this position nor should she get it. Citizen should raise HELL at the unfairness. I agree with a previous commentor…I’ll go to Menlo and that is where my money will go. No more Friend of the library money for Stuart.

    I did see her pick up at the library today I am sure she is trying to get her foot in the door as Library Direvtor whichj I am sure she will get it I do not think she is fit for the job!! I hope if she gets it people really go up there and give her a run for her money!! Also I feel sorry for Janet and Ida because it won’t be good up there and they are to old for STRESS anyway that is just my thoughts. And yes they really screwed up when they got RID of Katy!!

    Rumors are the main problem this town has always had. Peg, why are you letting these comments about Lisa Sherman get on your blog? When people were attacking a certain city council member you said you wouldn’t post those messages because people weren’t addressing an issue. Please do the right thing here too.
    As far as Katie goes hiring her came with its own set of issues. I feel sorry for anyone trying to take any position in this town.

    First of all, the worst people to have in charge or be bosses are women. I don’t know if they think they have to prove something or if they are jealous of anyone who might show them up. I have worked for both genders, and out of a pretty even percentage of both, I would work for a man anyday. Men are not insecure in their job, and they do not have a bullying attitude that I see in the female supervisor or boss. I did have one woman that was as fair as any man I have worked for. I guess it all comes down to insecurity of the women and that shows in how they handle their position. Now for the discussion here, I believe when it comes to hiring and firing someone, all members of the board SHOULD be present, and it should not be a spur of the moment. Everyone is entitled to a hearing and a chance to correct any deficiences, if there truly are any. This is really a small town mentality when things are handled in such a manner. Two people out of five board members are the deciding factor? If I were Katie, I would take this to the highest level and get some satisfaction. Not necessarily to keep the job as I wouldn’t want to work for them anymore, but to further educate them. And my last notion on this subject is the fact that it is probably another attempt to ease the transition into getting the school and city library combined. Dumb idea to start with, but more manipulation of people and the minds. Let’s start with getting more men on our boards and letting the women be the big B’s they are, at home.

    This was cut and pasted from our Library site. I believe the accusations made by our library board were fully concocted and apparently of news to some on the board who were in attendance at the meeting. I would certainly hope in the future we can elect a city council, who will dedicate themselves to our city and pick people for the boards who are equally qualified for the job and outside the realm of their own little clique. I appreciate the work that has been done by Katie Phippen even though I am not a regular patron of the library. We need more like her and less of what we are getting.

    Lets not forget that Alpha has been the driving force in wanting to get rid of Kaite. She did her best a year ago and then gave it a rest now deciding to blindside the community and Katie. The difference now is that she was able to persuade Lisa in on her hunt. Let Lisa have it and people will be watching her every move. I for one will be checking out the library as I have the time to do so and see that Lisa does everything they wanted of Katie and she better drive every day so people can see her car. Alpha just got a new puppet to do her dirty work for her.
    I read in the Stuart wipe that we are spending our tax dollars on Rambo to come up with ideas for the library in the new school. Where was this question on the ballott. I voted for a new HS and remolded elemetary. It said nothing about an attached public library. What the Hell is going on? Are Neal and Brian trying to sneak this one in on the people also.

    I highly doubt a wellness center on the Mark’s land, someone must have indulged too much on the 4th ! If a school has free weights, exercise bikes, and other exercise related equipment, wouldn’t it make common sense to try to utilize it to its maximum potential ? I know, here we go again, Waukee is a bigger town and look at the YMCA that is part of that school campus ! There are so many people with closed minds that try to talk up smack about all these good ideas.

    4:09 I happen to run into three guys one time. Two of them worked out at a gym and paid to do it. The third guy had more muscles and looked in better shape and I presumed he also did the “workout” thing. Nope, he did hard labor. Worked on a farm and did other jobs that kept him in shape. I realize all the desk jockeys do need a little help, but what about our walking trail? That is a start, and then do the yard work yourself, push a lawnmower instead of riding, basic exercises that you learned in gym at school, and try jogging around town. Leave McDonalds, Burker KIng and other fast foods out of the picture and you will do just fine. Or is there some other reason you want to go to a gym and pay for it?.

    I want to know why my tax dollars that are marked for Rambo to be guiding our district for a new HS and Elelmentary are wasting his time drawing plans for the public library. What gives??? Isn’t this a misuse of my money? This school is not only Stuarts but the towns of Menlo, Dexter and Redfield. I’m just sure they want to support our city library. Where are we going to come up with these funds that Rambo is working so hard on? Build the damn school for the kids and let Alpha and Lisa worry about their library that is crap now without our dircetor!!!

    You can’t use the walking trail or do yard work in winter. Lots of people use gyms for more exercise than walking can give you. Also, your yard must be pretty shabby if you can do it for a decent amount of time every single day. You are assuming things about that person that may not be true. I have a friend who works for a lawn care company in DM but still has a gym membership.

    There a gym in Dexter that is accessible 24/7. You pay your membership and get a door code. I think the name of it is No Sweat Fitness. It is close, always open to members and can even help you decide what equipment best suits your needs if you wish to purchase your own. If you are to cheap to purchase a membership then it is a fact that it is not enough of a priority in your life for you to visit a free one. The best exercise is called push outs. Push out from the table and get out of the kitchen. Get out and move your behind.

    I think you have to visit a Wellness Center to really know what people are talking about here.
    I know someone who went to the Guthrie Center one and it was great for them. They were obese and they really worked with them on getting alot of weight off and in a healthy way.They also talked about diet. It seems there is more than just exercise equipment there.
    I have never been there before but have heard great feedback.

    how are we going to fund a staff for a wellness center?
    how many people are we talking about?
    what type of qualifications are needed in a staff to provide both exercise and dietary needs?
    If the city funds this there will have to be fees. who has done the market survey to see if there is a large enough base to support the activity?
    who has worked up the business plan to determine what the costs and equipment needs are?

    my bet is that no one has and it is just another “I want” situation because they are to cheap to buy a membership close to where they work.

    and then there are all the infrastructure needs that still have to be addressed. like why are so many people getting their basements flooded with sewage. the streets that need repair.

    1:08 pm – what is wrong with dexter? it is a heck of a lot closer than des moines. why would small be a problem? if it has the right machines to work out with it should not matter. it is not like 14 people are going to go at the same time.

I sure hope this board does not vote for this as I hear the rumbling of people talking a law suit in all 4 communities. We voted for a school ONLY! Build the damn thing and be done with it.     Thanks Sherman and Beldin for working on the town matters. You’ve helped to move the ADA issues along and fix up the park and pool. Good work. Crauford, I use your trail weekly and am excited for the second step around the soccer fields. For all the grumblings about streets and sewers, Bob said the council is working toward a large street project in August. The sewer plant is getting a $2m overhaul and 90% is being paid for with that grant the engineer got for the council.

    The golden rule I use to measure how things are going is, how are things now versus 5 years ago. I can use the trail to safely exercise, use the bathrooms in the park, will be able to use a new library and enjoy a city hall, swim in a new pool with my teenagers. Bob said the library with the school is a lot cheaper, so it may be helpful to do one versus two buildings so close together. Today I can’t do most of these things. To top it off, the school bond passed for the kids, so I’d say I’m much better off than 5 years ago. The streets are the one thing that need to be worked on, so that is why I asked Bob and was happy to hear they are being set for improvement also.

    Thanks city board for working together to improve what you offer the tax payers.

    Once again Peg you let people trash talk everyone else. Read: July 2, 2008. It may shock you, but Brian thinks Katie is doing a great job there, updating so many things to todays standards. Ashor said he didn’t even know about it until after it happened, so that means only library board folks knew. This isn’t the way to do things, plus don’t think there was any warngins here was htere? Maybe you should ask these people their thoughts before lettting random people trash talk. That ain’t right is it?

    10:28 pm – if you know how many comments i deleted for that very thing on this subject you would not say that. some i let through even though there is a sentence that is questionable but the rest is trying to make a statement. again this is an emotional issue. emotions always get in the way of discussion.

    10:22 pm – i like the way you use time and actions as a measuring stick to determine progress. the problem i had on the issues is not that they are being or were done. it was one of priorities and planning and the lack thereof. that has always been my issue with the council. now with all the projects going forward there is only around $200k of tif money left. some will be needed to complete the funding of the sewer project, and if as you say they are going to do some street work that will take more. then it will be down to about $110k available. some of the urban renewal area expires in 2012. it can be re-certified but a new tax base evaluation is required. if that is smaller than present it will cause the funding to change from tif to property tax assessment to meet the obligations. something that the council has now made into the way the city conducts business by using annual appropriation bonds. it was the easiest way of getting around planning and prioritizing the projects. i wonder what your measurement will be like in 2013 or 14 if you property tax jumps 20% or more because of the lack of planning and prioritization.

    10:13 pm – sure, i really like that park. the trail is modeled after the german Trimm-dich-Pfad which translates to trim-you-path. after wwll while they were rebuilding and clearing munitions the german government found that they needed safe countryside paths for families who wanted to spend time away from all the destruction. by the 60’s their economy and standard of living had increased to the point that their socialized medicine professionals recognized that the population was becoming overweight bringing with it increased medical costs. the exercise stations were incorporated on all the paths to help educate citizens and increase the amount of exercise during the walks. each station had at least 3 levels for children and beginners, adult and senior. trail usage was prescribed by doctors as part of regular rehabilitation for many conditions including after surgery to help regain strength and stamina. for the almost 13 years i spent in germany i never say trash or garbage on the trails. each person who used the trail paid attention to condition and often organized groups to repair stations, remove fallen limbs and keep the path clear. as you walked the paths you would see piles of branches stacked back away from the path into the forest. it was the regular path walkers who reported to the national forestry department that all the small animals were disappearing from their forests in the early 70’s. they pointed out that the forestry department was clearing out so much of the underbrush in the forests that the small animals could not find enough cover to make their nests or dens. they pointed out to them that while it made the forests look good and helped control fires the practice was not economically sound. without a safe place to call home the small animals either moved to a place where they could find cover or they stopped breeding because the conditions were not right. once this was confirmed by the science guys the forestry department kept clearing underbrush but started leaving different sized underbrush piles scattered throughout the forests. by the late 70’s the small animal population was steadily returning to healthy levels all because the path walkers took care of their paths and recognized the problem.

    The library should not be connected with the school.
    Even if they added it to the new HS there would be issues with the students and the general public using it similtainiously. Not to mention the types of matereal that might need to be sensored. What about the computers? If they install the PUBLIC library at the Stuart elementary site, we are talking even bigger troubles. I say combind the city hall, the cop shop and the library in one building. As for a wellness center, let somebody from the community build and run that. Then the city wouldn’t have the liability issues or the expences. I’m all for new businesses opening up in our school district. I believe that we need to figure out what are needs and what are wants. Even within the needs list, everything should have it’s own prioritization. The wants should come, but only after the needs have been met!!
    One last thought about the library, I live in Adair County. So very few of my tax dollars are diverted to Our library. Most of my tax $ go to other libraries within Adair County. I use the Stuart library. This is stupid!

    I don’t think we have to worry about the new super duper school the town wants to build. We won’t have the kids to put in it in a few years. Our enrollment is declining just like other small schools in Iowa. At $4.00 gallon if you think people are going to move here and commute to DM for work you are crazy. Our gravy train is about to dry up. Get used to it taxpayers paying more and more for this school cause we wont have the kids or the tax base and we are going to take another one in the shorts complimtnts of the school board.
